Democrat Barack Obama
Obama's plan focuses more on emergency management than terrorism. He emphasizes protecting nuclear plants and drinking water and evacuation procedures. He has advocated closing Guantanamo and restoring the right of habeas corpus. In his book "Audacity of Hope," he noted that combating terrorism requires addressing numerous international issues, such as global poverty. "But follow most of our foreign policy debates, and you might believe that we have only two choices — belligerence or isolationism."
